No, based on what I found out here and here.  The state votes by mail once, and apparently, that's it. Runoffs have been proposed in the past, but they haven't become law in that state.

The polls are looking like Merkley will have a larger margin of victory than Kitzhaber. I thought it would be the opposite.

VT has the state legislature decide.
