It depends on what you mean by liberal and conservative. 

In terms of the traditional definitions of what we consider "liberal" and "conservative" in politicians, Ginseberg is probably most liberal and Rehnquist most conservative. 

But in terms of willingness to stake out extreme positions in the context of constitutional interpretation, Stevens is most liberal and Scalia most conservative.

How many justices on the Supreme Court do not believe Congress can spend money on anything it thinks will promote the general welfare?
