I think creating a system like simfan did is not necessarily a bad idea provided there was a reboot but at the moment would just create further confusion.

Yeah, there's no need for an amendment on that bill. The reference to the Gregorian calendar is unambiguous, if now unnecessary.

Incumbents technically don't have to swear in again, but it has traditionally been custom to do that anyway.

The one exception was in February or I should say March 7th when no one elected in February apparently remembered to do it, but since everyone was a relected incumbent, it was not a problem.
