Kitzhaber isn't really popular. But the OR republican party fails to align a good recruit.

If I'm not mistaken, the GOP hasn't won a single race statewide in OR (even down ballot) since Gordon Smith won re-election back in '02.  I'm probably wrong, but that's unreal.
