I'd say Vermont, but to be fair, I know it a lot better, having been there many times, and never having been to Mississippi.

Vermont has beautiful scenery, and is great in the summer.  I don't know if I'd want to live there, but I'd probably prefer it over Mississippi.  I would want to be able to escape it for a while in the winter, because it has pretty harsh winters.
