- Domestic policy:
Over the course of the next turns, I will implement a couple of reforms, to modernize and democratize Germany. First of all, I give voting rights to men and women over 18 alike, regardless of income or background. Second, I will cut all the priviligies the nobility still has, they shall be treated as normal citizens for all purposes. I will furthermore call democratic elections to the Reichstag for November 1902. The Reichstag shall then form a government, that will govern the country on my side, with both the government and me having the same rights and responsibilities.

I will advance strictly against Anarchists. They are a thread to national security, and must be converted or destroyed.

I will allow to strictly advance in South West Africa. We will divide the country in half, with one half being just home to indigenous tribes, and the other just to German settlers. I will comand von Trotha to drive all the indigenous tribes in their areas, which will be compromised of the northern half of German Southwest; where they will be left alone. Once the southern half is freed, I will encourage Germans from densely populated areas to dwell and settle there.

- Foreign policy:
Germany seeks to live in peace, for the prosperity of both Germany and the rest of the world. That for, I seek alliances and treatys with especially Russia, France and the Ottoman Empire.

DOMESTIC POLICIES:

I agree with Chancellor von Bülow that the security of Germany and its borders are important. Therefore, I agree to further strengthen our army, both on land, and the navy. Furthermore, I will propose investments and researchs in modern airal transportation means, also for military use. I will also agree on the fortification of our border with France, and I would also agree to build a fortification line in Prussia and German Poland. The planning of certain events is also important fot Germany's security, and I will therefore approve of it as well
I will however veto the prosecution of the war in German South West; I say to the border of the Native lands and no further. I encourage however Germans to settle in GSW, and to found cities and settlements in this area, for trade and farming purposes. 
I share the Chancellors opinion that the Krupp incident was caused by anarchists, and demand a swifter implementation of the Treaty of Hamburg.
Finally, I will drop the proposal to abolish the nobility.

We will send a second division to Puerto Caballo, and hold up the blocade until Venezuela agrees to pay his debts. Should success come not until July, we will negotiate with our allied powers in this conflict over an invasion of mainland Venezuela.

As I instructed them to do, my agents investigated the backgrounds of the Krupp Factory bombings. They pursued the incident, and found out that the bombers were directed by the court in St. Petersburg. Given Russia's aggression in the East, and our close alliance with Japan, this is seen as the last straw in a turn of events, and I hereby declare war on Russia.

PEACE TALKS - GERMAN OFFER

Following points should be fulfilled by the Kingdom of Russia in order to end the state of war between our nations:

a) Russia considers itsself responsible for the outbreak of the war
b) Russia officially apologizes and takes responsibility for the Krupp factory bombings.
c) Russia installs a demilitarized zone 150 miles from the German border, the Baltic Sea and the Russian Pacifci Coast
d) Russia declares not to wage war either with Germany and Japan, or any of their allies; for at least 100 years

All of this points are debatable from the German side.

Germany would be more than delighted to enter a formal alliance with the Ottoman Empire, Britain and the United States. Such an alliance would be a guarantee for peace an development throughout all of Europe, as well as the whole world.

Should any difficulties or disagreements between these two gentlemen arise, I will gladly assist to mediate these.
To balance our common foreign policy, a new council shall be formed, the "Polish-German Council of Friendship". This council shall comprise of the Kaiser, the Chancellors and the foreign and internal ministers of Germany; as well as the King, the Prime Minister(s) and the foreign and internal ministers of Poland.
