I find it a bit astonishing that Obama performed in the 5th CD better than in the 4th CD.

Why? CD5 is more educated and less rural.

I think he might've been referring to the premise that its more Tennessee-ish than Alabama (or any other district in Alabama), therefore being more anti-Obama and more like Appalachia. But northern AL has Huntsville, and the 4th is a white rural district that probably votes even more republican than northern Georgia, and also probably gets into that mountain white territory, so its not surprising (Plus, I'll guess that the few registered democrats here are white olds that actually vote republican)
