Considering its been customary for retiring Texas governors to deliver an outgoing farewell address to a joint session to the Texas Legislature before leaving the TX Governor's Mansion. However, the big question is whether outgoing 3-term Governor Rick Perry (R) would deliver an outgoing farewell address to the Legislature before he leaves the Mansion on January 20, 2015 ?

Note the last recent ones were Mark Wells White (D), who delivered an outgoing address on January 14, 1987 before leaving office on Jan. 20, 1987 and George W. Bush (R) announcing his resignation on December 21, 2000.

Any thoughts ?

We should key on any talking pts on what might be his message to tea partier primary voters. He is hoping to be preemptive to major players in the GOP prez primary in Sen Paul or Jeb.

But, other than that, just another speech.
