FDR because of pretty much these comparisons where FDR dominates:

While Reagan was busy giving tax breaks to the wealthy that would "trickle down" to the poor and middle class, Roosevelt issued a number of liberal reforms that helped the economy grow with more people finding jobs.

While Reagan was busy firing thousands of air traffic controllers for striking for better wages, FDR signed the Fair Labor Standards Act and Wagner Acts which together established a minimum wage, gave the rights to unionize and collectively bargain, set the maximum number of hours for workers, and established unemployment benefits.

And while Reagan was busy secretly supplying weapons and aid to the Contras and even Osama Bin Laden, Roosevelt and Congress made one of the only decisions where war was justified to join the war cause against Germany while we maintained strong, government-run war industries at home run by some of our late great Riveters.

George HW Bush de facto endorsed gay marriage by participating as a witness at one a few months back. Also Reagan was a fairly infrequent church attender, divorced, and consulted fortune tellers so it'd be a stretch to call him a fundie.
