He hasn't even announced yet, and even then I'd peg his chances at actually running at 50% (I'm guessing he's using this as a smokescreen for 2016 and the NHGOP's going along with it to waste Shaheen's resource pool). Smith has been all over the place, and the rest are Some Dudes.
