I actually did a crude tally of this once. If you took all the states Reagan won by less than fifty percent and you gave them to Carter, Carter could've theoretically won without the popular vote. That said, I didn't add up just Carter and Anderson to see if those two alone could've done it. In any case, Reagan still wins.

Anderson drew as many Republican votes as he did Democratic votes.

There is no way on earth that Carter gets all of the votes that went to Anderson had Anderson not been on the ballot.

Therefore, without Anderson in the election, any changes to the electoral vote outcome would be very minimal.

Carter might have pick up New York, Massachusetts, Vermont, Maine, Arkansas, Tennesse, Kentucky and North Carolina if John Anderson did not mount a third-party bid in 1980.

Well, you haven't asked for that but this is my close Carter win. No Hostage Crisis in an October Surprise Rescue and No John Anderson or may be him as a minor spoiler.
1980 Presidential Election

President James E. Carter (GA)/ Vice President Water Mondale (MN): 47.8% of the Popular Vote - 270 EVs
Former Governor Ronald Reagan (CA)/ CIA Ambassador George H. W. Bush (TX): 48.3% of the Popular Vote-   268 EVs
Congressman John B. Anderson (IL)/ Mexico Ambassador Patrick Lucey (WI): 3.9% of the Popular Vote

Reagan/Bush  464  53.5%
Carter/Mondale   74  44.6%
Clark/Koch   1.2%
others          0.7%

Even with a majority of Anderson voters in the Northeast going for Carter, Reagan narrowly wins New York. Carter has a slight edge among Anderson voters in the South, as does Reagan in the West, and third party candidates pick up some as well.
