I would say Nixon's Congress was excellent, but he himself? Not so much.

Probably the last good Democratic Congress, honestly.

Honestly, if the Reagan Congress had done their jobs with Iran-Contra and revealed Reagan to be breaking the law (as he definitely did, or was so incompetent that he shouldn't have been president anyway), they would've been excellent.
