Though this doesn't have the requisite number of signatures, I have put it on the ballot by way of Proposition because Joe obviously put quite a bit of work into it.

I have removed Flags 3 and 15 on the final ballot because I would have vetoed them had they been adopted, and I don't have the power to veto propositions.

Thanks Peter.  Flags 3 and 15 were the only ones that didn't get nominated by the signees anyway, so I'm happy with that.
