I could see a case for either one.  Objectively, probably FDR, but Reagan wouldn't be far behind.

FDR

There are some cases where he dropped into full fledged authoritarianism (like when he threw all those Asian people into camps), but he's still better than many of our other Presidents.

Reagan was just awful.
