From Foundations of Wesleyan-Arminian Theology by Mildred Bang Wynkoop:

If we assume that faith is what separates the saved from the unsaved, does Arminius' fourth point contradict the core of his philosophy because it explicitly states that God predestines on the basis of foreknowledge?  After all, to assume how God decrees (in spite of the fact that the Bible does not hint toward how God makes decrees) seems to imply that God is not sovereign, even though that is not what Arminius contends.  The thrust of Arminius' argument was that the Bible, not Calvinist logic, is the final authority, yet this fourth point completely negates his case.

Or maybe I'm misreading it because it's 2 AM.

Arminius uses the term predestination differently than the Calvinists do.  God does not predestine who will believe, but he predestines the rewards that the believers will receive for their belief.
