Because he's visited New Hampshire twice in the last few months, and keeps talking about he's thinking about running.

In fact, in September he said that he's already running "right now", though he hasn't actually filed with the FEC or set up a campaign:

He may well be trying to posture in order to run for NY Governor in 2018.  Andrew Cuomo may not be the Democratic candidate then.  King is appropriately conservative, but responsible, and he has a base in the suburbs of NYC that have been trending Democratic.  If Cuomo isn't the Dem candidate for Governor in 2018, King is one of their best hopes.
