Kay Hagan's approval is at 36/41. However Burr's approval is even worse at 28/45, so it's likely that people are more mad at Congress in general than just Hagan.

So why is Brannon being ignored again?

Because he's never run for office before, and is the Tea Party favorite in a time where the Tea Party isn't at the height of their popularity.
