Arnold should not get an A and Kenny Guinn should not get a D.  Nevada is kicking California's butt economically, so putting Arnold at the top and Guinn at the bottom makes no sense.

Bill Owens is overrated as well, he's an empty suit who benefits from a state constitution that constrains the legislature's ability to screw up.
