Yeah, I figured it would be a little biased.  From what I can gather they do their rankings based on spending and taxes.  If you cut spending and cut taxes you get a high grade.

Virginina was recently rated the most fiscally responsible and best managed state in the nation by a different publication and Warner still got a D.  Must need to get my eyes checked.
