Congress' seniority system

Both the house of representatives and the senate used a seniority system (between 1910 and sometime in the 70's)......meaning that those congressman who have been arround the longest automatically get to chair the committees. Was this a good thing?

I've only looked into this in the House, but it was a bad thing...
It put a massive amount of power into the hands of people who were unrepresentative of the rest of the House Democrats (Boll Weevils) and ment that much progressive legislation could get blocked.
There was an uprising in the House Democrats in the early '70's (one of the ringleaders was Dave Obey. Another reason to like the guy) and it went.

It depends which industry it's in. I don't like it in white collar industries.
