Welcome players to turn 1 of Crown and Country. I will provide a few news snippets to open everything up. Make public diplomatic and policy decisions here. Secret communiques (which can take place), must include the GM in the conversation (So I can react accordingly in the news). So when you PM someone for a secret communique, also remember to include me. Now, onto the game. The opening turn may be a bit slow because we're just starting, but it should pick up.


TURN 1:

To Great Britain:

The Acts of Union are being debated in Parliament. It is facing serious opposition from the Irish House of Commons. How will you facilitate things?

The War of the Second Coalition continues. You're allied with Austria (HRE) against France and Spain. Clearly, with Russian forces having thrown in the towel, you're in trouble. Austria does not maintain a particularly large army and Franco-Spanish forces are combined larger and better trained than your own. You will need allies to fight on the continent. Perhaps Prussia or Sweden are open to it?

Both yourself and France have engaged in preventing American merchants from trading with the other side. The U.S. is demanding a halt to firing on unarmed merchant ships. Keep in mind, if you stop, you'll gain some goodwill from your former colonies, but they may also want to keep trading with France. Push too far and it could result in another war...


To France:

You abandoned your army in Egypt and have worked since then at negotiations with Commodore Sidney Smith to be able to honorably withdraw your forces. However, you've basically abandoned one of your best commanders, Jean Baptiste Kleber, with the Egyptian forces. If the British refuse, you'll have to rebuild your continental army (which you've secretly already begun)

A constitutional referendum is underway. It would place power entirely in your hands. Though the other two French Consuls see what you're doing, they appear to be powerless to stop it.

Relations with the young United States have been recently poor. After you heard of George Washington's death, you ordered a period of mourning for France to try and make a good look of it. However, the U.S. insists on being allowed to trade with both yourself and Britain. Can you allow this to continue? Push it too far and it may push the U.S. back into England's arms, so tread carefully.

Austria is weak and appears ripe to take if you can muster your forces fast enough.


To Prussia:

You've tried to remain neutral so far between England and France. Rather, your primary concern is reform in the decadent and corrupt Court.

Your people are clamoring for social reforms and there is a riot in Warsaw where the poor throw rocks at Prussian soldiers who respond mercilessly. You suspect it could be Russian influence to create instability.

Both France and Britain are instigating you to enter on their side. How will you respond?


To Russia:

You've withdrawn from the war, though you still provide moral support to Britain.

Prussia possibly suspects that you were responsible for instigating the riots in Warsaw. Was it you? Will you continue on that course if it was?

The peasants in your own lands are desperately hungry. You, being a liberal-minded Emperor might think to give them more. However, your landlords are dead set against the peasants advancing their station. What will you do?


To Sweden:

Your nation has been in decline since Russia defeated you in 1721. You still exert some power and economic influence, however. But you must choose you you align with carefully as both Britain and France are anxious for your support.

The United States represents a new opportunity to find an economic partner. You might protest the sinking of U.S. Merchant ships to gain a new friend. Or, you may ignore America entirely.

Russia is licking its wounds after throwing in the towel during the coalition campaign. Will you take advantage of this opportunity. After all, you've got no social or political unrest to deal with.


To Holy Roman Empire:

You stand with Britain against France and Spain. However, you don't have much left to fight with as your army is weak. France is intent on crushing you. You could surrender and possibly live to fight another day...


To the United States:

The sinking of your merchant ships by both Britain and France has really served to anger you. War with either nation is not advisable, but allied with one, you could certainly fight, if that's what it came to.

The Alien and Sedition Acts, which forbid criticism of the government is deeply unpopular and causing resentment. Will you repeal?

Pennsylvania has made itself a problem again. This time, it's not Western Pennsylvania, but rather Eastern Pennsylvania. John Fries has instigated a tax rebellion that has turned violent. Federalists are stirring up a frenzy arguing that Fries is a traitor and should be hanged.

The United States of America: Turn 1

     -Thomas Jefferson joins the Republicans in successfully repealing the Alien and Sedition Acts as they infringe on "life, liberty, and the pursuit of happiness". The President is soon joined by Aaron Burr, George Clinton, and Sam Adams who helped force Congress to act.

     -The U.S. Congress passes a "death by starvation" law which would forbid trade with either Britain or France, depending on who first attacks more American ships in an effort to curb the disruption of U.S. trade. Even with this law however, the US remains firm on its Neutrality in the European Conflict, following President Washington's example.

     -Give Fries a trial by jury in Philadelphia, per his constitutional rights, and accept the result.

     -Jefferson and George Clinton will be the Republican nominees for the Election of 1800. Although open campaigning is rare and frowned upon, several Republican newspapers are started to stir up support.

We must humbly ask for a condemnation of Britain and France's recent acts against our trade, which we want to flow freely. Could your nation, one of great honor and prestige, do us the honor?

His Imperial Majesty Francis II proposes a treaty of peace with the nation of France and her allies, whereby the Holy Roman Empire cedes any claim to the lands west of the Rhine, the former Austrian Netherlands, Switzerland and Italy save for the territories of Trent and Tyrol and the port city of Trieste. The Empire shall recognize the French client states in the Netherlands (Batavia), Switzerland, and northern Italy. In return, the Emperor asks only that France recognize Imperial sovereignty over the lands east of the Rhine and to invade or interfere in the Kingdom of Naples in southern Italy.

In the meantime, the Imperial armies in Baden, Switzerland, and northern Italy are ordered to fall back to Tyrol to regroup and unify into one force to defend against the French.

The United Kingdom

-The Act of the Union is pushed through Parliament and the Irish House of Commons (which is abolished under the act) by means of bribes and minor political concessions. On January 1st, 1801, the United Kingdom of Great Britain and Ireland shall be formed.

-One quarter of the troops currently in British India are ordered to be redeployed to Gibraltar, and Britain.

-Envoys sent to the United States, Sweden, Austria, and Prussia (see the private message for details).

-At the request of the people of Malta, the British Navy sends a squadron to protectively occupy the island.

-All British impressments of US ships within the mid Atlantic are ordered halted for the time being.

Kingdom of Prussia:

1.- We, His Majesty Frederick William III would like to express our newfound confidence on the performance of our foreign minister, Count von Haugwitz. Thus, we give him the title of Chief Minister and we give him full control on the cabinet. Along with those two offices, a new Prussian Ministry of War shall we created in a few more months, to open the path for a more centralised military.

Prussian Cabinet:

Chief Minister: Christian Graf von Haugwitz (vacant since 1798).
Foreign Minister: Christian Graf von Haugwitz (retains post)
Interim Chief of the Army Reorganization: Lieutenant Colonel Gerhard von Scharnhorst.
Commander in Chief of the Prussian Army: Field Marshal Karl Wilhelm Ferdinand, Duke of Brunswick.
Special Adviser/Envoy to Poland: Karl August von Hardenberg.

2.- Prussia would also like to remind other nations our compromise to neutrality, but we must warn France that we will not allow any kind of intervention beyond the Rhine. The same goes for the United Kingdom, should they try to force countries in the zone to join their war effort.

3.- We believe that the current reorganization of the court must continue, and we and the cabinet will draft a solution during the next months, to be discussed at a given point in 1801. Therefore, no disruption of public order or challenges to the discipline of the Prussian Kingdom are to be allowed, and they will be punished accordingly, taking Warsaw as an example.

4.- Referencing the previous statement, we will sent Karl August von Hardenberg as an envoy to our polish lands to see what changes can we made to allow a better life in the zone. However, violence is not to be tolerated, and foreign spies, should there be any of them, shall be punished greatly for trying to break the spirit of Prussia.

The British government reminds the government of Prussia that His Majesty King Georg III is also the ruling sovereign of Hanover, and that the British government has a vested interest west of the Rhine that is worth consideration by the Prussian government.

His excellency, Napoleon Bonaparte would like to announce he accepts Emperor Francis II's peace and recognition treaty under one condition... Give Baden to France, then peace and recognition will follow... If you accept, I will pay you the money for Baden per acre at the price of 15 cents (USD) per acre, and will issue a non aggression pact with you... If you don't, I will only accept the peace treaty...

And to our forces, I ask that Picardy, Normandy and Brittany to be on guard but attack if provoked...

And for our naval fleets in the Mid Atlantic to stand down and allow trade until further notice...

And for our fleets in the Mediterranean, stop where you are and return to the international waters outside of Egypt...

OOC: Dang guys, I know I'm Napoleon and all, but tune it down a notch or two! Tongue

another OOC: Talk about all of us battening down the hatches and waiting for a first strike!

His Majesty Frederick William III and the Prussian Government would like to remind First Consul Bonapart that Prussian policy does not accept foreign intervention in Germany. We don't wish to meddle on France and Austria's affairs, but we believe that French domination over Baden would be unacceptable.

The Hanoverian government is free to engage in diplomacy with its neighboring powers as it pleases, and it just so happens that the Hanoverian sovereign will defer to the policy of the British government on this matter. We do not wish to bring our own war to the borders of Prussia; in fact, we seek to prevent it. We wish to keep the French out of Germany for the same reasons as your own government.

First Consul Bonapart does comply with the Prussian and British... I will stand down on Baden... But I would like to get some land in the process... Like any General knows (or at least ours do), when you make a treaty, you have to make sure that there is some benefit to you, as well as some benefit to them... Maybe I could have some land in Switzerland... Or maybe Spain is willing to give some of Luxembourg and/or Belgium up and give it to France...Correction:I will have the land in Belgium north of the River Meuse... Literally the last thing I want is a war in Prussia...

Also, I would like to ask Sweden (I don't know why I'm letting them in on this) and Russia for a military alliance and a free trade agreement...

His Majesty Frederick William III would like to personally thank First Consul Bonaparte for understanding the Prussian Government's thoughts on this issue. Our government has no issues with territorial changes in Belgium or Western Switzerland.

The Prussian Government acknowledges the sovereignty of King George III and his family over Hannover, but we believe that British interests concern Hannover and Hannover alone, and that those interests have nothing to do with other German states.

Agreed in principle, and for the sake of mantaining said position for both Britain and Prussia the Prussian Goverment will back down on the diplomatic language.

We wish to iterate that we are committed to the goals of the League of Armed Neutrality and as such must decline the offer of a military alliance with the French Republic.  While we are willing to send envoys to discuss a loosening of trade regulations, our government has need of the customs revenue it gets.

His Imperial Majesty is pleased to hear that the Consul is receptive to offers of peace. It is undoubtedly in all of our interests to end this war.

However, we reiterate that the lands east of the Rhine must remain the territory of the Empire, and we will not surrender any of the German states to the dominion of France.

The Emperor would like to propose a temporary ceasefire while the terms of this treaty are negotiated.

From the scenic port of Petropavlovsk on the Kamchatacka Peninsula you'll set sail on a voyage of self-discovery as you work to gather otter furs and other trade goods in demand in Europe, Asia, India, and China.  Or perhaps you'd prefer to man one of the depot stations that serve both our trappers and trade with the natives. Unalaska, Kodiak, Fort Sankt Nikolai (OOC: Kenai), and Fort Arkhangela Mikhaila (OOC: Sitka) have been established as permanent posts and temporary ones are established each year where the fur can be most readily found.

The North Pacific awaits!

I was thinking this was 1801 instead of 1800.  Please forget all mention I made of Georgia.  The situation there would not have yet escalated to the point of Russian annexation, which in real life happened early in 1801.

We too must decline the French offer, as Sweden is equally committed to the League of Armed Neutrality. Although their proposal of loosened trade regulations is intriguing, we shall need to discuss the issue further to ensure it will not have negative ramifications on our goal of protecting and promoting Swedish industry.

To the United Kingdom:

Protests in Ireland have begun once it becomes public knowledge that bribes and political favors were used to bring Ireland into the new UK. Though non-violent so far, the protests grow more vociferous each day.

Your decision to cease firing on American merchant ships has been a wise move. By the summer, thanks to France also beginning to cease firing, trade from America is flowing freely, greatly boosting your economy.

Your decision to deploy the Royal Navy to Malta has caused your friends in Russia to protest. They want Malta returned to the control of the Knights Hospitaller. Russia has made certain promises that could bring it back into the war on your side. Your response should come soon.

You've continued to stall negotiations to get Napoleon's army out of Egypt. France has seemed willing to cooperate to end the War of the Second Coalition. Are you?


To French Republic:

The constitutional referendum has passed giving you complete power.

Your moves could be considered puzzling at first glance. You've begun negotiating in earnest for a ceasefire with Austria and with Britain. The British are being particularly stubborn, especially about Egypt.

Speaking of Egypt, even though the army is trapped, your General Kleber, enraged at the British, especially Admiral Keith (whom he's been negotiating with), restarts the hostilities and with the remnants of your army, attacks the Ottoman Turks at Heliopolis. Your forces are outnumbered 6-1, but they are victorious. Just months later, Kleber is assassinated by a fanatic, costing you one of your better generals.

To Prussia:

You've managed to avert a minor disagreement with both the UK and France over German interests. Well done.

Your entry as one of the nations in the League of Armed Neutrality is greeted with a bit of misgiving by the martial-minded populace. Hawks are accusing such decisions as weak, perhaps not understanding that it's not in Prussia's interests to enter an Anglo-Franco War.

Von Hardenberg reports back to you that the Polish people desire to be free of the German yolk to govern themselves. Polish political leaders are asking to peacefully be allowed to go out on their own.


To Russia:

You've made a flurry of moves, proving yourself among the most capable of the rulers. Unlike in Prussia, your war-weary populace is happy to be a member of the new League.

The Chinese Emperor receives your envoy and begins negotiating an agreement to regulate the tea and fur trade.

Your reforms in the serf-landlord arrangement has been greeted positively by your liberal friends, but conservatives are angered at any change of the present system. Still, the reforms you made are not overreaching ones, so the policy remains popular.

The United Kingdom has yet to respond to your demands on Malta. Your swift denial of the Warsaw Riots was a wise move and it seems the Prussians feel you're being truthful.


To Sweden:

Another member of the new League, you seem to be the newest ally for the young United States. Your protests on behalf of the Americans (as well as the other neutral powers) have been the most vociferous in Europe.

The Riksdag meets in an attempt to set right the nation's finances, but your expensive new naval building has caused the Riksdag to effectively throw up their hands. Either build your navy or build up your finances, you cannot do both right now.

Denmark-Norway accepts your envoys with some skepticism. Talks have so far been unproductive as the two smaller nations have remembered the kind of iron hand Sweden dominated Scandinavia with many years ago.

Your old Russian enemies are glad to hear that you're unwilling to go to war at this time. Russia is also quite war-weary and this could be a new beginning for the both of you.

Britain and France both seem to respect your neutrality.


To Holy Roman Empire:

Your decision to seek a peace and a ceasefire with Napoleon is a wise move for your own survival, though it has made your British allies doubt your mettle. Still, it's the wisest move you can make for your own self-preservation.

You've taken a stand with France to keep Imperial German possessions. You've yet to hear back from France on this, but that could still yet be to your advantage.

The Austrian economy has been hit hard by this war. Your extreme censorship policies have also served to stifle the ones flowering artistic life in Vienna. Your economy has suffered for this and your extensive spy network is reporting troubling things.


To the United States:

Congratulations. The UK and France have both backed down and your merchant ships can now trade freely, boosting your economy. There's much that can be done with this new money.

Spain has offered to sell you Florida for 5 cents per acre. Around about $20 million dollars. Your negotiations to buy Louisiana from France remain ongoing.

The Federalist Party nominated for President Chief Justice Oliver Ellsworth and for Vice President General Charles C. Pinckney to oppose President Jefferson.

The repeal of the Alien and Sedition Acts are wildly popular. With censorship now lax, President Jefferson has opened himself up to criticism, but doesn't find much! At least not here.

Fries is found guilty of treason by the Court and sentenced to death. Many are agitating for a pardon. It would be a popular move to issue the pardon, but your stated desire to stand by the sentence, whatever it may be, is opening you up to criticism.

You should really begin naval building soon. You've got the cash. There are many enemies out there, least of all pirates. Some more firepower would raise your standing in the eyes of other powers.

Kingdom of Prussia:

We, His Majesty Frederick William III, King of Prussia and Elector of Brandenburg, announce the following royal decrees and dispositions for the next three months:

Government: Whereas there is an open need for getting rid of corruption in the Prussian State, I appoint Baron Heinrich Von Stein to oversee the reform of the Court and the nobles. This shall be done with every respect and consideration with the social position of said nobles, but Baron Von Stein's authority shall not be contested, as it comes from the King himself.

Army: Whereas the Prussian Army is in need for reform, we ask Colonel Scharnhorst to present a report and plans for modernization of the Army to be ready in three months, and to be implemented in the first months of 1801.

Diplomacy: The Prussian state acknowledges the formal membership of the Kingdom of Prussia in the League of Armed Neutrality, given that our country desires peace in Europe. We congratulate France and Austria on their disposition to sign a peace treaty, especially when there will be no territorial changes in Europe.

Poland: The Prussian State also acknowledges Von Hardenberg’s report on Poland, and we wish to begin formal discussions and meetings with Polish nobles to discuss a solution. Von Hardenberg shall lead the Prussian delegation, and we ask the nobles of Poland to choose three envoys and a Chief Negotiator. The creation of a new Polish Kingdom is out of the question, but some degrees of domestic autonomy are open to discussion.
