Considering Putin's dictatorial demeanor, he probably thinks Obama hasn't cracked down enough. Putin is really more of a Bush type.

Probably a political move to either improve Russo-American relations or a cynical Machivellian maneuver to weaken the credibility of the Obama administration at home via this endorsement.

Generally I interpret policies that have been ratified by all three branches of the federal government as "legal means." Not sure what your definition is.

Don't most municipalities have some sort of vagrancy/squatting laws? I know mine does and that was used as justification to remove them.
