But what the hell is up with Mississippi? They show Mississippi having higher turn-out than Minnesota...

This is a neat article on that Census data with sortable tables for the total percentage of the state population registered to vote, the total percentage who voted in each state (referenced against VEP as opposed to registered voters) and the change in both of those compared to 2008:
