This seems to be more a map of social liberalism than voting patterns- See that Austin suburban county.

Duluth models itself after the chilly hilly city on a shoreline concept.  Basically, white liberals gravitate there because the weather gives them more excuse to wear bulky turtleneck sweaters and drink coffee.
