Easier to just list the people I approve of.

Romano Prodi
Angela Merkel
Ariel Sharon (before the stroke, obviously)

That's it for major world leaders. I disapprove of all the others to varying degrees. Gordon Brown and Jose Luis Zapatero might eke out Neutral.

Ah, I forgot one major world leader. I approve of Manmohan Singh, too. That brings the total up to the three.
