I can find PVI's from 2004, 2008 and 2012, but not before then.

That doesn't look like a PVI so much as it appears to be a one-year look at which states are more Democratic or Republican than average. The actual Cook PVI uses the last two elections to determine partisan lean to help compensate for outliers and home-state effects.

In any case, you'll have trouble finding traditional PVI figures because Cook just didn't calculate them way back when. What you're looking for is a very specific type of information that a very specific type of person would want. In terms we can all understand: If someone here didn't make the map, then the map probably doesn't exist.
