Sandy hits Republican southern areas.
I don't see how you can make the case that Sandy hit Republican Southern NJ and Staten Island without hitting Democratic Northern NJ. I'm sure Sandy had an impact on turnout, but I really don't see how only Republicans had reduced turnout and not Democrats.
Sandy did damage to the Southern Part of Jersey(The Shore Area) worse than the Northern Jersey area though. The Shore Area is a very Republican area with exception of Atlantic County. Still I think Romney did damage to himself in NJ with comments like self-deportation(26% of Jersey combined is Hispanic or Asian.) Sending abortion rights back to the states is a no-go in Jersey too.
