This was a surprise to be 250K+  It must have annexed a lot of territory (it went from 190K to 262K between 1990 and 2010).  Will it join the ranks of capital cities that are the most populous in the state?

In the sense that a lot of it is decidedly non-urban? It's still no doubt over 250k if you include just the urban core, though then also likely not majority white.
