Donald Trump would have been re-elected president if the subregions were the "states" for the electoral college.

Percentage in every subregion

Pacific:
Democratic: 62.4%
Republican: 36.3%

Mountain West:
Republican: 50.6%
Democratic: 47.8%

Northeast:
Democratic: 60.7%
Republican: 38.4%

Great Lakes:
Democratic: 49.9%
Republican: 48.9%

Upper South:
Republican: 51.8%
Democratic: 46.9%

Deep South:
Republican: 53.0%
Democratic: 46.0%

The closest state would actually have been a Democratic one, which would flip another 85 electoral votes into Trumps direction.

The question might be, would it have been Democratic or Republican in 2016...

Well let's check

Great Lakes 2016:
Republican: 48.0%
Democratic: 47.6%

So the answer is yes, with a D+1.4% swing, from 2016 to 2020.

What if you weight their EC votes out of 538 by the number of registered Atlasian voters in each?

Northeast: 124 electoral votes
Great Lakes: 80 electoral votes
Upper South: 108 electoral votes
Deep South: 86 electoral votes
Mountain West: 76 electoral votes
Pacific: 64 electoral votes

64 + 80 + 124 = 268

108 + 86 + 76 = 270

Trump wins. Albeit narrowly, without room for faithless elector shenanigance.
