Fellow Senators,
We need to construct an act to limit the amount of bills being created. I haven't kept count of how many their are now but it's almost a whole page of nothing but new bills. This is quickly becoming unmanagable and a mess. We need to do something, and quickly to organize this disaster. If anyone wants to help me draft a bill/act/amendment to correct this situation please post your ideas here.

I thought of an idea when I was AG because I agree that it is even worse now than it was then.
Basically all Bill proposals get emailed to the PPT/VP who introduces them onto the Senate floor in an orderly fashion (i.e. in chronological order) and instantly gives them debate time. That way there are never more than four bills on the floor under debate.
One of our main problems at the moment is that bills get debated almost entirely before they officially enter debate time since there is such a queue. Official debate time could be cut as a way to try to speed things up, but frankly I think an aggressive approach is needed, though very few Senators will be happy with my first idea.

You could still draw attention to your bill (and get it debated publicly) by posting your proposals in the Elections Forum as soon as you PM or email them to the PPT, or even before.

How about we make a thread for introducing bills. That way, the PPT can't ignore a bill.

Senate Procedural Resolution on Legislation Introduction
Section 1-Defintions
Legilslation is defined as any bill, act, amendment to a present bill or act, procedural resolution, or constitutional amendment.
Section 2
1) The PPT will establish a thread for Senators to introduce legislation. This thread shall not be posted in, unless you are introducing legislation.
2) Before introducing legislation, the sponsoring senator shall PM the legislation to the PPT. After doing so, the senator shall post it in the designated thread.
3) The PPT will give each piece of legislation debate time in the order of which it is posted in the Proposed Legislation Thread.
4) After a piece of legislation has been given debate time, the sponsoring senator shall introduce it on the senate floor.

It should definitely be an SPR. The Senate doesn't need the permission of the President to change its procedures.

I like this, and I would also add the idea that no one should formally debate any of the bills until they have been introduced and given debate time.
