With the failure of the Old Glory Act (and apparently having another spot available), we can finally begin to bring new legislation to the floor.

This shall be read "can end the debate", not shall end the debate.

"Shall end" and "can end" mean basically exactly the same thing in this context.

This shall be read "can end the debate", not shall end the debate.

It's my resolution. throw me a bone.

Actually, come to think of it, I think that "shall end" is better, sorry to say. Smiley  "Can end" sort of sounds like, "It can end the debate, but it may not."
