This is an excellent proposal.  Protecting the rights of the minority is one of the key functions of any true constitutional republic and this resolution does just that.

I notice you have set the number for breaking filibuster at (close to the) 2/3rds mark, as it was before the 1970s, IIRC.  If anyone set this at the 3/5ths mark, I wouldn't have a problem either, though I do prefer the 2/3rds number myself.

I urge both my senators to support this resolution.

I like Jake's revision of this in order to bring both this Procedure resolution and the other one proposed in the Paperwork bill together to form one joint resolution as to how bills are brought up and the necessary procedures for that and Bono's procedural ideas to protect the minority as a whole.

This is a good resolution and one which the Senate sorely needs.
