Yes and no.
Subsection (d) would clearly repeal any such federal law, but no such law is on the books, altho the Unborn Victims of Violence Act has passed the US House the past few Congresses, and if the Senate were to pass it, I'm certain Bush would sign it.

Um, it was passed by the Senate on March 25, 2004 by a vote of 61-38. Bush signed it into law on April 1, 2004.

I have no problem with your bill whatsoever. But I want the whole thing struck. Not just a part of it.

half a loaf of bread is better than no loaf at all.

States, Bono has hit it on the head. If I strike half of the bill, I can get it passed. If I try to strike all of it - and I actually think part (b) isn't too bad - it may not pass. I'd rather accomplish something rather than nothing. Wink

I just realized that we only have nine senators at the current time, so with five in favor to none against, and with none abstaining, this bill has reached a majority of the current senators and has passed.

I hereby present this bill to the President for his signature.

Uh, for a president to be able to sign a bill, it needs at least majority support in the Senate, so I don't see why we'd need a provision for that.
