Phillip, even if I were to accept the idea that the 14th amendment was not properly adopted, all it would affect would be the right of the States to say who is a citizen by birth.  The rules for naturalization are required to be uniform under the original document. (and by extention the rules for the revocation or renunciation of cotizenship.)

The bulk of the 14th amendment deals with providing some definition of what rights are associated with citizenship, with only a minor nod to the determiniation of who is a citizen, which is all you asked for in this question.
