I'll have an amendment ready to offer tomorrow.


With no GM, we won't be able to get exact numbers on how much to give to what now, from the said official.


However, I think we should be able to determine atleast a somewhat accurate and adequate amount to achieve what we want.

Again, is there a reason?  South Sudan is a brand new country in need of help; we would be remiss to allow anything to happen there.

Well since no one wants to throw out numbers:


$400 million for the development of South Sudan's education system
$250 million for the improvement of Health Care delivery and supporting infrastructure.
$175 million to establish and improve democratic institutions
$100 million for immediate famine relief.



There are existing funds current directly at "Sudan" some of which could be redirected to cover these costs or make these extention of that aid with us only directly all or the bulk of the existing funds towards the south.  Thoughts?

Once we have a good idea on the numbers constructing a functional amendment is a matter of stitching together above agencies and sub agencies in the right manner, as part of a coherent text.


Most of it, would probably be directed through these:
USAID Economic Support Fund/Security Support Assistance
USAID Development Assistance
USAID Child Survival and Health
Other USAID Assistance

My gut says those numbers are too low, given the circumstances.  I especially think the education and democratic institution numbers need to be significantly increased; at least doubled, I think.

The problem with that is we already have a declared no to any aid and there is a huge deficit to be concerned with. I want to see opinions of other Senators on this matter.

I would look favourably on this Aid package, I can see where the Secretary is concerned, but this doesn't have to be the final aid we give to South Sudan ever...

I couldn't agree more.  If anything, I urge the Senators to pass this now, and then we can later on address the issue of more aid to South Sudan.

It's a good start in relations with South Sudan, so I support it, obviously. Although at this moment, aid for essential survival of young and poor county is more important than promoting Democracy.
