From reading on other boards, the "final" part is actually unusual and they only did it one other time and that was right before the artillery exchange last year.  But that's anecdotal at best.

The DPRK isn't going to do anything beyond shelling some Southern Korean islands or something. 'Final Warning' means very little in this context, because it's not really clear what they imagine they could possibly do beyond issueing warnings.
