What the hell is this place?

It's a predominately white suburb of Colorado Springs, which would imply uber-Republicanism...yet it's actually a very Democratic city. What is this place?

It's not a suburb of Colorado Springs. It's a resort town that happens to be near Colorado Springs. And, like all of the other resort towns in Colorado, it's really Democratic.
