In that case, I would oppose the bill. It would really defeat the whole purpose of the legislation. If I'm understanding this correctly, we simply go from making smoking illegal in public places to only making it illegal in federally owned buildings. I can't support that because I'm an obvious freedom hater. I will support the bill sans Jbrase's little addition.
No, it's not just federally owned buildings. It would also include all buildings in Nyman and in  territories outside the regions.

Decentralization. It leaves smoking policy within the regions up to the regional gov'ts.

Imagine passing a bill in the US that applied only to Federal gov't, DC, and the territories but didn't apply to the 50 states.

It is one last attempt to fix the largest problem I have with the current law. The Senate is legislating where it doesn't belong, where regions and local governments should be making the call on whether or not to ban certain things. This amendment gives you your ban in certain places, and protects the Region's rights to run their own affairs. If you want a ban in the IDS there is nothing stopping you from petitioning for a referendum on the matter, I would even sign it.

Nay.

I believe the amended bill without Jbrase's amendment is a good compromise that allows adult smokers to enjoy their smoke indoors in public establishments without affecting children and non-smokers.

It is the only way to ensure that everybody's rights are protected.. business owner, non-smoker, and smoker alike.

As I have said before, if you want a smoking ban nothing is stopping you and Duke form getting a referendum on the matter in the IDS, I would be more than glad to sign your petition to bring it to a vote.

 And your statement is only half true, it would only end federal restrictions in the regions, not regional and local.

That isn't true at all. The Northeast and Mideast have smoking bans in effect at the regional level.
