The problem I have with this bill doesn't necessarily stem from the fact I'm a nanny statist. It's more that while I believe in personal freedoms, smoking effects almost everyone around you. If smoking is designated to areas with seperate ventilation systems, and companies are willing to invest in it, then I don't see a problem allowing it. I still support banning it in all public areas, federal or otherwise.

Yes. While separating smoking areas with other areas cuts down on the hazard of second hand smoke,it doesn't eliminate it. You can still smell the smoke. You'd need completely seperate ventilation to eliminate it. Trust me. I lived in NC when Reynolds Tobacco was in full swing and I know the pain of smelling cigarette smoke in the non smoking areas. It's not pleasant.

"Establishments not exempted under clause 4 may allow smoking in separate, closed off areas with separate ventilation.  No children under the age of 18 are allowed in such designated smoking areas."

Yes, it deals with those areas over which the Senate has exclusive legislative powers under the Constitution Art 1, Sec 5, C 25-27.

In that case, I would oppose the bill. It would really defeat the whole purpose of the legislation. If I'm understanding this correctly, we simply go from making smoking illegal in public places to only making it illegal in federally owned buildings. I can't support that because I'm an obvious freedom hater. I will support the bill sans Jbrase's little addition.
