Ok, been thinking long and hard about this. Given how far Teddy took his attack it'd obviously be way, way more beneficial to me to do as Bacon King suggested here. However, a word given is a word given. Sorry, Lewis.

2 in West Virginia
4 in Virginia
7 in Pennsylvania

Attack Pennsylvania->Ohio. Stop if I get to 4 or more lost units. If I win, put minimum number of units there.

EDIT: await further orders, regardless of outcome!

Reinforcements

Of the 13 available reinforcements, 2 have been deployed in West Virginia, where there are now 10 in total; 4 have been deployed in Virginia, where there are now 10 in total; and 7 have been deployed in Pennsylvania, where there are now 13 in total.

Attacks

Pennsylvania invades Ohio (Lewis Trondheim) with 12 battalions available to attack, while 6 battalions will defend.

Gustaf [12] rolls 3 dice:   [6] [3] [3]
Lewis Trondheim [6] rolls 2 dice:   [1] [1]
Lewis Trondheim loses 2 battalions

Gustaf [12] rolls 3 dice:   [5] [4] [3]
Lewis Trondheim [4] rolls 2 dice:   [4] [3]
Lewis Trondheim loses 2 battalions

Gustaf [12] rolls 3 dice:   [2] [2] [1]
Lewis Trondheim [2] rolls 2 dice:   [3] [2]
Gustaf loses 2 battalions

Gustaf [10] rolls 3 dice:   [6] [5] [1]
Lewis Trondheim [2] rolls 2 dice:   [2] [1]
Lewis Trondheim loses 2 battalions

Gustaf conquers Ohio and places 3 battalions there, leaving 8 behind in Pennsylvania.

Nothing to be gained from not doing this, as all is lost no matter what...

So that's 16 armies plus the 5 I'm due anyways plus 2 each on Illinois, North Dakota and Florida.

Place all 21 in Kentucky. Attack KY-TN-AR-OK-KS-NE-WY-ID-WA-OR-CA-NV do or die. Await further instructions if, at any point, I am attacking with fewer units than are defending or at the end of the string.

You forgot Nevada. Smiley I'd be attacking there with the same number of units as are defending, I said stop if there's fewer.
So yeah, attack Nevada from California do or die. (As it amounts to the same thing as the original order now. Even though I'm of two minds on whether it's a reasonable thing to do.)

EDIT: No, sorry, I will correct that. Have one go at Nevada from California, then end that attack irrespective of outcome.

Attack South Dakota from whichever of Iowa and Minnesota has more units on it, using Iowa if they're equal. (So, start from Iowa, switch to Minnesota when I lose a unit, etc pp.) Then, attack Montana do or (most likely) die, first from North Dakota, then from South.

Move the Floridians to Alabama and end turn.

Pray that Teddy has the good sense to pass through New Mexico while he's rolling me back again.

I was reluctant to attack Nevada, as Teddy has allowed me to maintain control of Vegas as my personal fiefdom, like Lando Calrissian.  I ask the same from you...

Now Lewis is spread out too thin. It won't be hard at all for Gustaf to sweep up the South, and Teddy will be able to recapture much of his lost territory. If you're going to conquer that much territory in one turn, and spread yourself out that much, you have to eliminate at least one enemy player.

Well, Teddy's current possessions are most definitely in contravention of the Mull of Kintyre Rule.  I'm considering censoring the map, in fact.

I'd like to turn in a set consisting of:

That should give me 2 each in South Dakota and New Jersey and then 23 to place freely. I'd like 6 of those I can place freely in South Dakota. I want the rest in Virginia.

Then attack South Dakota-Wyoming-Utah-Arizona-California, do or die.
Also go Virginia-Carolinas-Georgia-Florida-Alabama-Mississippi.

Then await further orders.

Yes you can. There's a way around it.

I forget right now how it works and how it doesn't, so I'll just change it anyways. XD

And if I'd been able to conceive of failing to take SD from IA and MN combined but taking MT from ND alone, I would of coursehave ordered to attack SD from MT next.
