Although there is a google search item called "william donald schaefer gay", and he WAS a life-long bachelor, he also had a longtime girlfriend named Hilda Mae Snoops, and there's this explanation for lack of a wedding ring in his obituary as well:

I have to say that those examples are both consistent with him maintaining an image, especially his relationship with his "hostess." But perhaps we'll never know.

Saying he was gay is like saying Roy Cohn was gay; it may be true, but we don't want him. He also said that HIV-positive people should be put in a public registry, and that they "brought it on themselves". He was generally a pretty nasty person; sexist, homophobic, and racist. I can't say I'm shedding any tears for his passing.

It's known that he used to cruise around the centre of Baltimore when he was Mayor, fwiw. Officially because he loved the city so much or something.
