I want comments and suggestions before I start this survivor as here are a large number of contenders.  Also if I missed any, it would be appreciated.

To be eligible to be voted in this survivor, a person must have received at least one Electoral Vote to be President or Vice President of the United States.

Because of the large pool of candidates, the preliminary rounds will have the survivors split into twelve tribes of 17 survivors each, and two will be eliminated from each tribe for the first five rounds.

From there, I'll merge it into four tribes of 21 survivors each, with two eliminated from each tribe for the next five rounds.

From there, I'll merge it into two tribes of 22 survivors each, with two eliminated from each tribe for the next six rounds.

From there, I'll merge it into one tribe of 20 survivors, with two eliminated for the next five round, one eliminated for the following five rounds, and then in the grand finale, the final five will get one last chance to vie to be the President and Vice President of the Electoral College, using IRV to simulate our Congress of voters selecting them using the pre-XIIth amendment rules.

Voting
Except for the final round, voting will be in the following fashion:
Elimination Votes:
You will have ten (10) elimination votes each round, which may spent on as many as four candidates, so long as no two candidates receive the same number of elimination votes, thus you could cast all 10 for one candidate or split them as 9-1, 8-2, 7-3, 6-4, 7-2-1, 6-3-1, 5-4-1, 5-3-2, or 4-3-2-1.
Keep Votes:
You will have three (3) keep votes each round, which may be spent on either one or two candidates, thus you could cast all 3 for one candidate or split them 2-1 between 2 candidates.
Safety Points:
Safety points are something novel that I'll be trying out in this survivor.  Safety points will be cumulative from round to round and will be used as the first tiebreaker in the event there is a tie to decide who gets eliminated, with whoever has the most safety points winning the tiebreaker, but losing a number of safety points equal to those the loser had. You may assign one safety point each round (if you choose to) to anyone you wish, except someone you gave keep votes to in that round.

To make things interesting, each candidate will begin the survivor with a number of safety points on the following basis:
  • 2 points for each election in which electoral votes for President was received
  • 1 point for each election in which electoral votes for Vice President was received

For the elections of 1789 and 1792, only George Washington will be treated as receiving votes for President.  For the elections of 1796 and 1800, only John Adams and Thomas Jefferson will be treated as receiving votes for President. All other persons receiving electoral votes before the passage of the XIIth Amendment shall be treated as receiving votes for Vice President.

As a special rule for the election of 1872, the 3 electoral votes cast for the deceased Horace Greeley that were not counted by Congress will qualify him to run in this survivor, but not to receive safety points, either initially or later.

Immunity:
In the first round for each tribe (the initial tribes as well as the tribes formed by a merger)  you may cast an immunity vote, but not to someone you gave keep votes or a a safety point in that round.  If there is a tie for first place among the immunity votes, then they can't be eliminated in that round, but they have no immunity in future rounds.  If there is a sole winner of first place, they can't be eliminated in that round and have immunity for a number of rounds equal to the difference between their immunity votes and that of the second place finisher(s), save that immunity is lost with each merge, and does not affect the grand finale.


Tiebreakers:

Tiebreaker #1: Use of Safety Points:

Tiebreaker #2: Elimination Votes in that round:
I'll be following the usual practice of having both elimination votes and keep votes in the early rounds.  If two candidates have the same number of safety points, then after reducing their safety points to zero, I'll next go by the number of elimination votes, not counting keep votes.

Tiebreaker #3: Cumulative tally of Eliminate and Keep Votes over all rounds
If this doesn't break the tie, I reserve the right to devise additional tiebreakers as I see fit, including random choice.

EDIT: Decided to switch to 12 initial tribes of 17 instead of 8 of 25½.

As for the groups, well, try to balance P and VP and to spread the groups equally based on the years (not very clear, eh ?)

There were only 12 people who received EVs in 1789, not the 17 I needed.  5 in 1792, 4 of whom received votes in 1789, etc.  Chronological ordering by itself doesn't lend itself to easy splitting.  I ended up going with old-fashioned random goodness.  The first three tribes are open for voting now.  Doing one tribe at a time would take way too long, so a t each stage, I'll do tribes that will merged at the next stage at the same time.
