No. It shouldn't.  The Military saved the world, not the President.

Also Truman bombed Japan not FDR.

I never said he did it alone. But he, with help of many others, saved the world.

Harding did nothing, so he's just mediocre. Hoover was a fail, but not such a fail as Dubya (and to be fair 90% of that time's politicians would probably have failed like Hoover did).
