Harding did nothing, so he's just mediocre. Hoover was a fail, but not such a fail as Dubya (and to be fair 90% of that time's politicians would probably have failed like Hoover did).

Decent list though I dont think Fillmore is quite that bad, I think Andrew Johnson should be on the list and you have Tyler twice.
