this is a good idea.  It will really help in elections where there aren't any good candidates, but what happens if no one declares for the special election?

What happens if no one declares for a regular election? There has been no need to legislate on that, so why would there be on this?
good point.  I hope we can quickly be given official debate time and that we can pass this to go in effect before the next election.
