Yeah, I think you need 5 regular voters (incl. yourself) to keep it interesting, so if you dont get that during the first three rounds it might be better to stop.
Try the governors, thats your best bet IMO.

How do you determine when a round ends?

Its your call, but normally it should last at least 24 hours to allow everybody a chance to vote, but if all regular voters have voted you can close it a little early.
