There is a difference between low-profile and completely invisible.

I'm pretty sure the chair of the DNC or RNC automatically lowers in profile when their party is in the White House.  I never even heard of Mike Duncan until the 2008 RNC race to replace him.

Mike Duncan was acting chair after Mel Martinez resigned.
And he was a party operative, not an active politician (and almost-vice-president) like Kaine is.

Fair enough, I'm not sure how active Martinez was before, though

One other side-point is that I think they use Tim Kaine in Spanish-language media more than past chairmen, which is a bit under the radar to you or I, but still very important.
