Most like:

I most liked his attitude on the issues that were most important in the 2000s, mainly the War on Terror following September 11, 2001.

I myself see things very black and white. I am a simple guy, and I think there's good and bad. No middle ground. I remember when I was 13 years old hearing President Bush say, "Either you're with us, or you're with the terrorists" and thinking, "Thank God we have a President who thinks this way!"

That clear vision of not dancing around the issue, not making exceptions, but sticking to his guns and calling out good vs. evil in Reaganesque fashion is what I most liked.

I noticed that Clinton and Obama, when pressed on something during a question, often would say, "Uh" to begin. Bush would often say, "I, uh..." implying that he was making a decision as his answer (using I, referencing his choice) rather than just "uh", which Clinton and Obama did a lot, seemingly ready to give an opinion rather than a judgment call.

Most dislike:

His ability to convey his message to the American people and effectively deal with the media bias. Around 2006 this really began to hurt him, and after that, the spiral downward continued.

I like that his government decided to end the Second Congo War. That's the only thing I can think of that I like.

That Dubya had no real first language - suggesting well - a clouded mind.

But Dubya had good character ... and that is important ... as I hope most of you come to realize in due time.

There was really nothing about his approach to anything that I found appropriate.  His response to 9/11 was particularly deplorable and as Xahar said, extremely immature.  Of course it feels nice to make absurd black and white comments that rile people up.  The adult, leadership decision would be to remove yourself from the emotion of a situation and take reasonable action.  The abuse of the emotions surrounding that day were unacceptable and really what I will remember most about his administration.

Like: Ugh. I'm inclined to be somewhat sympathetic to his attitude towards Saddam Hussein, and the "War on Terror", but he seemed to view those issues through such a childish, Reaganesque frame that it's difficult to do so.

Dislike: His modest intellect (seems to be a theme with Presidents Republicans most admire - Reagan, anyone? Someone half-intelligent like W's father would be teabagged for being an elitist these days), and his tragic incompetence.

Dislike: Hmmm Will I go with the Bush Tax Cuts (because cutting taxes in a country with the lowest tax rates in the developed world was very necessary,...), the way he handled Katrina, his insistence on a 'new crusade' after 9/11, or maybe the murder of some 700,000 civilians in Iraq?

Like: Well, admittedly, he didn't come across as that clever. Sure he had a PhD, but still he felt as if a good hug would make him a nicer person.
That's all I can come up with.

Worst post-WWII president except for Reagan. (Perhaps worse in terms of people murdered)
In a  just world he'd be tried for war crimes and perhaps hung.

Like:  His decision to go to war in Iraq.

Dislike: He went into Iraq without an exit strategy.  He wasn't prepared for the quick victory that was achieved and really ate crow when he hailed "Mission Accomplished" and the nearly half million Americans that died in the 8 years following.

I like the fact that he wasn't as bad as most hypothetical Republican victors in the 2000 election would probably have been. As that's damning with faint praise, I think that going into dislikes would be a little pointless.
