I'm gonna go with Virginia. Republicans still do 2-5% better here than they do nationally.

utah has always been a republican state, but no doubt is republicanism has grown over the last  20 or so years...same deal with massachusetts and the democrats.

way way false. Not only has it changed fairly radically at the state level, it has presidentially as well, look at the results in 1976 and 1988.

I also vote for Indiana. Probably the most politically static state of all history.

The answer nowadays is Florida. It's been a swing state at the federal level while being dominated by Republicans at the local level for two straight decades.
