The editorial mentions a scholarship fund that someone had entrusted to representatives to hand out.  The idea is that the representative might know school principals, etc in the area, who would make students aware.  In the case of Eddie Bernice Johnson, most of the scholarships ended up with children of friends, with a couple going to children of her staff members.   They were the best applicants because they were the only applicants.  Johnson claimed it wasn't her fault, it wasn't illegal, and so on.  If you read the editorial, it basically says that she did not apologize when questioned by the editorial board, and though they didn't know anything about Broden, he was a black pastor in a tough part of South Dallas so they were endorsing him.

When they were defending the 1990 districts, Johnson claimed that all these weird little fingers were to include her friends in her district.

Yeah, because extremism and corruption are definitely only problems in districts drawn under the VRA. Its part of an evil plot to prevent the Governors Mansion and Legislature from gerrymandering districts to cater to their squeaky-clean, godly, and American candidates.

Yeah, because extremism and corruption are definitely only problems in districts drawn under the VRA. Its part of an evil plot to prevent the Governors Mansion and Legislature from gerrymandering districts to cater to their squeaky-clean, godly, and American candidates.

I didn't say they were the only corrupt/extremist congressmen, but districts that are specifically drawn to elect members of a minority tend to attract very, um, eccentric figures.

Well, certainly (you needn't look further than Cynthia McKinney). To me its still a vast step up from the one-party state that existed in the South from 1878-1960.

It seems more common when you have districts that are heavily lopsided.  There's a Democratic candidate in a heavily Republican district, who is a LaRoucheite.
