In 1948, Thomas Dewey was supremely qualified to become President.  Accomplished District Attorney and Governor.  Harry Truman was on the way out with the public, but managed to turn the campaign around, thanks in large part to Dewey himself.

Although he did not win, Dewey was probably as well qualified as anyone to become President.
